CCEA cannot process payment for work completed unless the Personal Data Form has been submitted.
All new and existing Contracts for Services personnel are required to provide additional information to comply with new pensions legislation and HMRC regulations. Without this information CCEA will be unable to pay you for work done.

CCEA pay all Contracts for Services personnel directly into their bank account by the BACS system.

Pension Automatic Enrolment
What Pension Automatic Enrolment means for you?
The government has made important changes to legislation surrounding pensions. Employers will now be required to automatically enrol workers who meet the relevant criteria in to a work place pension scheme without them having to do anything.
The changes have been introduced because millions of people are not saving enough for their retirement. The new pensions legislation is therefore designed to encourage those who are not saving at all or not saving enough, to start saving more. The maximum State Pension is updated on an annual basis and you can find the current amount from the GOV.UK website. If you want to have more when you retire, you will need to start saving for a pension on top of that. The earlier you start the more you can save and the easier it will be.
The legislation sets out different categories of workers based on age and earnings. We will write to you in due course to advise you of the category in to which you fall. We will also inform you when you have been enrolled, or if you’re not being automatically enrolled, we’ll tell you how you can start saving in a workplace pension.
You can choose to opt out of the scheme if you want to, but if you stay in you will have your own pension which you get when you retire.

1. Who does CCEA refer to as ‘Contracts for Services personnel’?
‘Contracts for Services personnel’ or ‘CfS personnel’ is the generic term we use to refer to anyone that works for CCEA under a contract for services in any of the following roles:
- Member of an Examining Team
- Member of a Moderating Team
- A Marker
- A Professional Associate
- An Invigilator
- A Reviser
- A Centre Inspector
2. I am not an employee of CCEA and I only do work for CCEA on an ad hoc basis through the year. Why have I received communication from CCEA about automatic enrolment?
The pension legislation applies to all workers. The definition of ‘worker’ includes people who do occasional work such as work under a contract for services with CCEA.
3. I do not fall into any of the categories of Contracts for Services personnel and I don't do any work for CCEA. I am claiming expenses for an event I attended. Why do I have to complete the Personal Data Form?
To comply with our duties under pension's legislation and HMRC regulations, we have had to make changes to our systems and processes. As a result, we will not be able to make fees payments or reimburse expenses unless we have the compulsory information requested in the Personal Data Form.
4. Why has automatic enrolment legislation been introduced?
The Government has introduced the legislation because millions of people are not saving enough for their retirement. The aim is to encourage those who are not saving at all or not saving enough, to start saving more. The Government is highlighting this issue so that each individual can assess whether they want to have more than this; and if so, then you will need to start saving for a pension on top of that.

5. Who is eligible to be automatically enrolled?
You are eligible for automatic enrolment if you are aged between 22 and under state pension age and you earn more than £833* per month. Individuals who meet these criteria are termed 'eligible jobholders'.

6. As I am not regularly paid by CCEA, can I ignore the communication about automatic enrolment?
No. You may still meet the criteria for automatic enrolment even if you are not paid regularly by CCEA. It is therefore important to read all communication we send you regarding automatic enrolment as we have to inform you in to which category you fall.
The changes we have made to our processes and procedures to comply with automatic enrolment applies to all of our Contracts for Services personnel, even to those who, by reason of earnings or age, are not eligible for automatic enrolment.
7. What changes have CCEA made to processes or procedures which affect me?
There are two main changes:
- We require certain information from you (for example, your Date of Birth), without which we will not be able to pay you.
- We have moved to a monthly payroll for all Contracts for Services personnel.
8. Why do I have to provide data which wasn’t previously required?
The data requirements have been set by the new legislation. Mandatory fields are:
- Surname;
- Forenames;
- Date of Birth;
- Gender;
- Home address; and
- National Insurance number.
We will be unable to process any claims without this information. Therefore, please ensure you download, complete and submit the Personal Data Form to CCEA.
9. I am already in a private or occupational pension scheme. Does this mean that automatic enrolment doesn’t apply to me?
No. The definition of worker under the new legislation includes individuals who have a contract for services with CCEA. We appreciate that the vast majority of our Contracts for Services personnel are already members of NITPS but automatic enrolment may still apply to many of them because of the additional work they do with CCEA. This is because automatic enrolment is based on your earnings with each employer for whom you carry out work.
10. If I am eligible, which pension scheme will I be automatically enrolled into?
CCEA has chosen the National Employment Savings Trust (NEST). NEST has been set up by the UK Government specifically for automatic enrolment.

12. What level of contributions will be made to the Pension Scheme by me and by CCEA?
The minimum contribution rates are:

13. If I don’t meet the criteria for automatic enrolment, can I still join the pension scheme?
Yes, you can choose to opt in to NEST if you wish to do so. Further details will be sent to you if you receive payment from CCEA.
14. Will CCEA make a contribution to the Scheme even if I am not an eligible jobholder and have opted into the Scheme?
This will depend on whether you fall into the category of ‘non-eligible jobholder’ or ‘entitled worker’. Employer contributions are required for the former (but not the latter) if you earn more than the current minimum monthly threshold, which can be found on The Pensions Regulator website. We will write to you in due course to advise you of the category you fall in to.

15. What are my pension contributions likely to be if I am enrolled?
‘The table below provides an approximate indication of pension contributions required by you and by CCEA, using monthly earnings. Pension contributions are only payable on earnings over the current minimum monthly threshold, which can be found on The Pensions Regulator website.
The calculations below are based on the 3% contribution CCEA would make and 5% contribution you would make:

16. What is included within the qualifying earnings to determine eligibility for automatic enrolment?
For Contracts for Services personnel, it is only the fee received in relation to the work undertaken. Expenses claimed for work undertaken are not included (e.g. travel).
17. I don’t want to be automatically enrolled into a pension scheme with CCEA. Can I opt out?
You have the right to opt out but you cannot opt out until after you have been automatically enrolled.
Details of how you can opt out will be provided to you by NEST after you have been automatically enrolled.
If you choose to opt out, please note that you may be automatically re-enrolled after 3 years from the date automatic enrolment first applied to CCEA and every 3 years thereafter if you meet the relevant criteria. CCEA is legally obligated to do this. Please also note that you cannot opt out in advance.
18. Will I get a refund of contributions made if I opt out of the Pension Scheme?
Yes, provided you opt out within the specified time scales (usually 1 month from the date you are automatically enrolled). More information will be provided to you by NEST when you are automatically enrolled.
If you opt out after the specified time scales, any contributions already deducted will be held by NEST in a retirement pot for you but no further deductions will be made.
19. How do I opt out?
Once you have been automatically enrolled into the Scheme, you will receive information from NEST which will include information on how to opt out and details of the opt-out timescales in order to ensure you receive a refund of any contributions made.

The legislation does not allow you to opt out directly with CCEA.
20. If I opt out of the Scheme, can I decide to opt back in at a later date?
Yes. You can choose to do this once in any 12 month period.
21. How do I know how much I will get from this pension when I retire?
You can obtain a pensions estimate directly from NEST.
22. Will the move to monthly pay mean that I will have to wait longer for payment of fees and reimbursement of expenses?
Yes it may mean that you will have to wait longer than currently, however, Contracts for Services personnel will now have a specific payment processing date each month.

23. I have already reached retirement age. Can I ignore anything to do with automatic enrolment?
No. If you are state pension age or over, you will not be automatically enrolled into a pension scheme no matter what you earn.
You will, however, be eligible to join the Scheme if you are below 75 years old. This is voluntary and you will only be enrolled if you request it.
24. I am 75 years of age. Why have I received communication about automatic enrolment?
Communication was sent out to all Contracts for Services personnel. As a result of the legislation, we are required to inform everyone of the pension changes which came into effect across CCEA from early 2014.
In addition, the changes we have made to our processes apply to all Contracts for Services personnel, even if, due to your age and earnings, you are not eligible for automatic enrolment. It is therefore important that you are kept informed throughout.
