In an attempt at solving the growing political unrest, the British government introduced the Black and Tans into Ireland to combat the Irish Republican Army and the Government of Ireland Act was passed establishing a Northern government and a Southern government. The Act (also known as the Forth Home Rule Bill) was the culmination of a movement that had been an issue for Irish nationalists since the early 19th century, but by the time Home Rule was granted, the appetite for independence had outgrown that of devolution.
